I love the irony you have created. Nothing like a little guy being held by the giant's thumb and forefinger. . . and yet, it appears that the giant does not have all the power. He loves his tiny guy so much that he sort of threatens him.
However, by what is said, the tiny has the power in that he is not going to drop the cookie. His giant's threat peters out to almost begging his little friend. The giant may have the total physical power but the tiny has the giant's heart. The giant's heart is held in fact by the tiny and the giant is the real one who is powerless.
